South Carolina Veterans Bonus: Eligibility & How to Claim

The South Carolina Veterans' Bonus is a state-specific benefit with no federal counterpart, so federal VA eligibility rules do not apply directly. However, veterans must have received an honorable discharge (or general discharge under honorable conditions) from the U.S. Armed Forces—active duty, not Reserve or National Guard service unless activated for federal duty.

Qualifying service periods include: service between August 2, 1990 and January 31, 1991 (Gulf War era); service on or after September 11, 2001 (War on Terror); and service between January 31, 1991 and September 10, 2001 (post-Gulf War peacetime service). Some earlier service periods may qualify under prior bonus programs.

Minimum service length is typically 90 days of active duty in a qualifying period, though this varies by era. The bonus does not apply to Reserve or National Guard service unless the member was federally activated during the qualifying period.

Veterans must be residents of South Carolina at the time of application or at the time of discharge, depending on program rules. There are no income or asset limits, and the bonus is available to surviving spouses and dependents of deceased veterans who would have qualified, though eligibility rules for survivors are more restrictive.

Discharge must be honorable or general under honorable conditions—bad conduct discharges, dishonorable discharges, and other than honorable discharges do not qualify. The veteran must not have been dishonorably discharged or have had benefits revoked due to felony conviction.

South Carolina's Veterans' Bonus is the primary state benefit for this category—there is no federal layer to add to. The program is entirely state-funded and administered by South Carolina's Budget and Control Board.

The bonus payment structure varies by service era:

— Veterans with 90 days to 1 year of active duty during qualifying periods typically receive $200 to $250.

— Veterans with 1 to 2 years of active duty receive $300 to $350.

This benefit stacks with all federal VA benefits—receiving a state bonus does not reduce VA disability compensation, pension, or other federal payments. Veterans may also apply for other SC state benefits such as property tax exemptions or employment preferences, which operate independently of this bonus.

The bonus applies only once per eligible veteran; there is no annual payment or renewal. If a veteran qualifies under multiple service eras, only one bonus is paid—the highest applicable amount.

Surviving spouses and dependents of deceased veterans who served in qualifying periods may be eligible for a reduced bonus amount if the veteran died in service or before claiming the benefit. Each case is reviewed individually by the SC Budget and Control Board.

Claims for the South Carolina Veterans' Bonus are most commonly denied for the following reasons:

(1) Discharge status: The DD Form 214 shows a discharge other than honorable (OTH), bad conduct (BCD), or dishonorable discharge. Only honorable and general under honorable conditions discharges qualify. (3) Insufficient active duty length: Service was less than 90 days of active duty. Reserve and National Guard duty do not count unless the member was federally activated during a qualifying period. Verify that all active duty is listed on the DD Form 214.

(4) Missing or incomplete documentation: The application is missing a certified DD Form 214, proof of residency, or identification. South Carolina residency at the time of discharge or application must be documented.

(5) Prior receipt of bonus: Records indicate the veteran already received a South Carolina Veterans' Bonus. The program pays only once per veteran; if you previously received payment, you are ineligible for a second bonus.

(6) Identity verification issues: The name, Social Security number, or birth date on the application does not match military records. Ensure all information is entered exactly as it appears on the DD Form 214.

To strengthen your initial claim: Obtain an official DD Form 214 from the National Personnel Records Center or through the military branch's discharge records system; include a notarized statement if residency cannot be proven; contact the county veterans service officer before submitting to review all documents for completeness.

The South Carolina Veterans' Bonus is administered by the state, not the federal VA, so the federal appeal system (Supplemental Claim, Higher-Level Review, Board of Veterans' Appeals) does not apply.

State-level appeal process: If your application is denied, you have the right to appeal to the SC Department of Veterans Affairs. You must file an appeal within 30 days of receiving the denial notice.
