Missouri Veterans Job Training Programs

Federal law authorizes states to operate Federally Approved Veterans Training Programs under 38 U.S.C. § 3675. Missouri's program targets veterans with honorable discharge from any era of service. No federal income or asset limits exist for state job training programs, but Missouri may apply state-specific financial thresholds. Veterans cannot use this benefit simultaneously with federal Vocational Rehabilitation & Employment (Chapter 31) or Post-9/11 GI Bill (Chapter 33) for the same training period—benefits coordinate but do not stack for identical training. Dependents using transferred Post-9/11 GI Bill benefits have separate eligibility rules established by Missouri Veterans Commission.

Presumed conditions do not automatically qualify; service connection must be established through VA rating or Missouri may accept pending VA claims. Veterans with other-than-honorable discharge may appeal through VA discharge upgrade process before applying. Prison inmates and those with federal felony convictions may face restrictions. Non-citizens must be lawful permanent residents or hold appropriate visa status.

Missouri state job training programs do not operate on fixed federal monthly rates. Instead, Missouri allocates state funding through the Veterans Job Training Fund annually. Individual award amounts depend on: program type (full-time vs. part-time), training duration, approved provider costs, and availability of state funds in that fiscal year.

Typical support ranges from $2,000 to $15,000 per veteran per training year, though actual amounts vary. Some programs reimburse tuition directly to training providers; others issue vouchers to veterans. Career counseling and assessment services are typically provided at no cost. The state does not publish annual COLA adjustments for job training (unlike federal disability or survivor benefits).

Veterans using Missouri state job training alongside federal GI Bill benefits receive separate payments from each source—the state award does not reduce federal benefit rates. For example, a veteran using Post-9/11 GI Bill at full rate ($3,737 monthly in 2024) may also receive state tuition assistance up to program caps. Dependents of deceased or disabled service members using transferred benefits follow separate federal payment schedules while state program rules apply to enrollment.

Missouri operates the Veterans Job Training Program under Mo. Rev. Stat. § 42.151 et seq., providing comprehensive career development and training funding beyond federal GI Bill or VA Vocational Rehabilitation benefits. The program is administered by the Missouri Veterans Commission in partnership with county veterans service offices across all 114 counties.

State program components include: (1) vocational and technical training at Missouri community colleges, vocational-technical schools, and approved proprietary institutions; (2) apprenticeship programs registered with Missouri Division of Labor; (3) certification programs in high-demand fields (healthcare, construction, information technology, transportation); (4) on-the-job training (OJT) with Missouri employers; (5) job readiness and career counseling at no cost; (6) resume development and interview preparation services.

Eligibility requires Missouri residency (or commitment to work/train in Missouri), honorable discharge, and either VA service-connected disability rating OR documented economic need. Veterans rated 0% disability by VA may qualify if income falls below state thresholds. The program prioritizes post-9/11 era veterans and those with 100% disability ratings, but all eras of service are eligible.

Funding covers tuition, fees, books, tools, uniforms, and licensing exam costs at approved programs. Some programs provide stipends for living expenses during full-time training (typically $500–$1,500 per month depending on program length and availability). The state does NOT reimburse room and board for residential training, unlike some federal programs.

Missouri coordinates with federal VA benefits—veterans using GI Bill receive state job training as additional funding (not replacement). However, veterans cannot claim the same training period under both Voc Rehab (Chapter 31) and state job training simultaneously; the veteran must elect one pathway. State funding is typically awarded first-come, first-served within annual budget allocations, making early application important.

Missouri state job training applications are frequently denied for these five reasons:

**1. Unverified Discharge Status** The most common reason for denial is failure to provide proof of honorable discharge. If your DD-214 shows general discharge, discharge under other-than-honorable conditions, or is missing, Missouri cannot process the application. Even discharges labeled "bad conduct" or "dishonorable" automatically disqualify you. Solution: Obtain a certified copy of your DD-214 from the National Archives (eVetRecs.archives.gov) or your state adjutant general's office. If your discharge was upgraded by VA or by your service branch, provide the upgrade certificate along with original DD-214.

**2. Failure to Meet Economic Need or Service Connection** Missouri requires either a VA disability rating or documented economic hardship. Applicants with no VA rating and who do not provide income documentation (pay stubs, unemployment notice, tax return) are denied. Solution: Apply for VA disability rating through VA.gov (even if you don't receive compensation, a 0% rating qualifies you for state job training if you meet income thresholds). **3. Missing or Invalid Letter of Acceptance** Missouri requires a letter of acceptance from an approved training provider before award. Applications submitted without proof that you have been admitted to a specific program are denied. **4. Training Provider Not State-Approved** Missouri only funds training at providers approved under 38 U.S.C. § 3675. For-profit schools, online-only programs without Missouri accreditation, or unlicensed training operators are not eligible. Solution: Before enrolling, verify the provider on mvc.dor.mo.gov/training-providers or ask your county VSO to confirm approval. Missouri community colleges, technical schools, and registered apprenticeship programs are automatically eligible. Proprietary schools must have specific state approval.

**5. Incomplete Application or Missing Documentation** Applications missing SSN, date of birth, address, or cost estimates are placed on hold or denied. Incomplete VSO submissions without county office contact information cause processing delays. Solution: Work directly with your county VSO to ensure all fields are completed, all documents are attached, and the application is signed and dated. Verify with the VSO that your application has been submitted and get a receipt or confirmation number. Follow up if you don't receive notification within 45 days.

Missouri state job training denials are not subject to the federal three-lane appeal system (Supplemental Claim, Higher-Level Review, Board of Veterans' Appeals) because this is a state program, not a federal VA benefit. Instead, Missouri operates its own state-level appeal process.

**State Appeal Process:**

Step 1: **Informal Reconsideration (Days 1–30)** If denied, contact your county veterans service office immediately upon receiving the denial letter. Request an informal review of your case. Many denials are overturned at this stage if you can provide missing documentation (e.g., updated discharge paperwork, income verification, or proof of acceptance letter). The county VSO acts as your advocate and may resubmit your application with corrected information at no cost. There is no formal deadline, but respond within 30 days of the denial letter.

Step 2: **Formal Appeal to Missouri Veterans Commission (Days 30–90)** If the county VSO's reconsideration is unsuccessful, submit a written appeal to the Missouri Veterans Commission, 301 W. High St., Room 760, Jefferson City, MO 65102. Include: (1) original denial letter; (2) your DD-214; (3) new or corrected documentation addressing the reason for denial; (4) written statement explaining why you believe the denial was in error. Step 3: **State Veterans Commission Hearing (If Necessary)** If the formal appeal is denied, Missouri Veterans Commission will offer a hearing before a state review board. This is rare but available.
